Almost a year ago Brion Vibber pointed out a bug in the Special:Export code that allowed you to get a full history dump for any particular article. It was nice while it lasted, but I knew I had to keep quiet about it, because it had the potential to be put a whole lot of strain on the servers. Basically, you had to be smart enough to either not export articles with really really large histories, or you had to cancel the export if you did one and it didn't complete within a minute or so.
Well, word must have gotten out, because some bright young lad or lass left a Special:Export request running for an hour, and ruined it for everyone. Now history export through Special:Export is disabled. Not just limited - disabled. Tim Starling disabled it, with a note to "Please find some way of doing transwiki requests which doesn't involve crashing the site". Ohwell.
